The Locked Tomb is located on the Ninth House and the reason for its creation. Built by Anastasia the First and The Emperor to hold A.L., The Locked Tomb is purported by the Ninth House to hold the greatest enemy of The Emperor. It is told in the Ninth that if the tomb is ever opened, it would mean the destruction of the empire.

There is an outer door which leads to a passage described by the Emperor as a death trap. At the end of the passage is the rock.
The rock which blocks entry to the Tomb is locked with a blood ward created with the blood of the Emperor himself, in an attempt to ensure that only he could roll away the rock and open the Tomb. The blood ward cannot fade, nor can it be broken. The Emperor believed it to be impossible that Harrow had been inside the Tomb, suggesting instead that she'd encountered a false chamber built around the tomb. However, blood wards can be passed through with sufficient thanergy and the blood of a close relative.
According to Harrow, beyond the door lies a tomb on a rock surrounded by deep salt water that moves with an impossible tide.
"The tomb is stone and ice, Nav, ice that never melts and stone that's even colder, and inside, in the dark, there's a girl." [1]
The woman in the tomb is laying down, frozen in ice with a sword in her hands. Her wrists, ankles, and throat are shackled with chains that go deep into the planet.
